Regulation organizing and licensing private folklore troupes
To encourage folklore troupes, the department has adopted a
special regulation to register, license and establish such
troupes and authorizes them to participate in local and
international festivals and activities.
The regulation includes:

Section one: Identification
Article one:
Words and expressions shall have the meanings facing each of
them, unless the context stipulates otherwise.
The ministry: The ministry of heritage and culture
Secretary General: Secretary General of folklore troupes
Troupe: private folklore troupe

Identification of troupes, their goals and licensing the
establishing of these troupes.
Chapter one: Identification of troupes:
Article two:
The private folklore troupe is a group of amateur males
and females ( not less than ten) who practice one of the
folklore arts ( dancing , singing or music) or all of these
arts inspired by the Omani popular traditions and heritage,
provided that it is licensed by the ministry in accordance
with the provisions of this regulation.
Chapter two: Goals of the troupe:
Article three:
The troupe’s goals are defined as follows:

Practicing
Omani folklore art, in order to safeguard the peculiar
characteristics of this art and develop it.

According
attention to dances, songs and rhythms stemming from the
Omani heritage and reflect the life of Omani without
affecting the inherited values.
-
Demonstrating the folklore art and accords attention to
the current traditions and avoid --- in words,
performance, movement or gestures.
-
Developing
cultural awareness in the field of folklore art among
its members and all spectators.
-
Developing
talents of males and females in folklore art in order to
ensure that these generations will work towards
safeguarding and reviving the folklore arts.
-
Catering
for local art talented youth in assisting folklore arts
fields such as the popular story, music, epics and
unprompted dancing.
-
Occupying
youth in activities which benefit them and develop their
talents.
-
Reviving
the heritage of the Omani society such as traditional
wedding parties, singing and chanting while performing
various activities and unprompted popular songs.
-
Demonstrating the basic factors of heritage.
-
Coordinating with other troupes in transferring
prominent experiences in the field.
-
Presenting
the sublime art in a well planned and organized style,
in accordance with the regulations issued by the
Ministry.

Reflecting
the Presence and past of the Omani through arts.
-
Enhancing
interaction between contemporary and traditional
folklore groups.
-
Participating in national public and private festivals
and celebrations.
Chapter
three:
Licensing the establishing of troupes and canceling same
Article (4):
The requirement of licensing a troupe shall include the
following:
-
The number
of its members shall not be less than ten.
-
It should
have a head from among its members.
-
It should
have a name reflecting its identity.
Article (5):
The founders of a folklore troupe shall submit a signed
application expressing their desire to establish a private
folklore troupe. The application shall include the
following:
- Proposed name of the troupe.
- The troupe premises.
- Name of the troupe head.
When the application is initially approved, the troupe head
will be notified to refer to the Ministry to fill in the
following forms:

The Ministry
looks into the application and in case it’s finally
approved, the troupe will be granted a license in accordance
with Sample (1) attached to this regulation.
Article (6)
The license is valid for 2 years, renewable to a similar
period.
Article (7)
The secretary general may cancel the license if the number
of the troupe members became less than the number stipulated
in article (4)

Section three: Terms of troupe membership
Article (8):
The troupe member shall be:
1st- Omani
2nd- Of good conduct the behavior.
3rd- Hasn’t been punished for a crime
4th- Shall be amateur of folklore arts.
5th- Age should not be less than 18 years.
Article (9)
With exception from clause (E) of the previous article, A
person who is less than 18 years of age may be accepted as
member of a troupe, if he ( she) is talented and provided
that his (her) parents consent is approved by the Ministry.
Article (10)
A member of a troupe loses this capacity in the following
cases:

If any of
the membership terms is not met.
-
On
withdrawal from the troupe.
-
If
terminated by a punitive decision.

Section four:
Duties and responsibilities of troupes and their members:
Chapter one: Duties and responsibilities of troupes
Article (11)
The troupe shall take the following into consideration:
-
Activating
its membership and seeking the assistance of the
talented persons.
-
Notifying
the secretary general with the new member who joins the
troupe, after filling in the membership form, in
accordance with sample no. (3) Attached to this
regulation.
-
Notifying
the Ministry with any amendment to the artistic or
administrative activities of the troupe.
-
Issuing
membership card for each member.
-
Using
Omani traditional musical instrument.
-
The troupe
shall have an artistic program to guarantee its
continuity.
-
The troupe
shall have a uniform featuring Omani traditional costume
style.
-
The troupe
artistic works should depict the Omani environment and
traditional heritage and the customs of the region in
which it practices its activity.
Article (12):
The troupe shall refrain from the following:
-
Involvement in political or religious, tribal or sector
affairs, or practicing any activity which is not
included in this regulation.
-
Violating
the Society’s traditions and customs, or harming any of
its categories.
-
Performing
dances which may violate the accepted standards of
behavior.
-
Traveling
abroad for arts shows without a prior written approval
from the secretary general.
-
Performing
at suspected places.
-
Seeking
artistic assistance from outside the country.
-
Receiving
money from a foreign person or party, or corresponding
with any arts organization abroad without a prior
written approval from the Ministry.
Chapter two:
Duties and responsibilities of troupe members:
Article (13):
The troupe member shall take account of the following:
-
Carrying
the membership card and showing it on demand.
-
Working
towards achieving the troupe goals and participating in
its shows.
-
Not to
violate the society’s customs and traditions, or hurting
any category of the society.
Article (14):
Members of a troupe are prohibited from joining another
troupe. A member may work with another troupe provisionally
to carry out certain tasks on the consent of the troupe
head.
Section five: Punitive procedures imposed on the troupe or
its members.
Chapter one: Punitive procedures imposed on the troupe:
Article (15): In case any troupe violates the provisions of
this regulation, or practice any banned activities, it will
subjected to any of the following penalties:

Warning.
-
A written
warning to correct the mistake during a specific period.
-
Freezing
the license for a period of no more than a year.
-
Canceling
the license.
Article (16):
The secretary general has the right to impose the
aforementioned penalties.
Chapter two: Punitive procedures imposed on the troupe
members.
Article (17):
The troupe articles of association identify the penalties
which may be imposed on its members. These penalties include
the following:
-
Warning.
-
Freezing
the membership for a period of no more than six Month.
-
Final
dismissal from the troupe.
Article (18):
The troupe head has the right to impose the penalties
stipulated in the aforementioned article and has to notify
the secretary general with same>
Article (19):
Investigating any of the troupe members shall be conducted
by one of its board member who is assigned by the troupe
head.
Article (20):
Punishment of any troupe member shall follow a written
notification of the mistake committed and an investigation
to listen to his (her) justifications.
